City Beautification Awards
The committee will review plans for this year's Home for the Holidays Decorating Contest, a city holiday tradition. Any decisions could shape how residents participate and how neighborhoods get in on the festive spirit.
Union Pacific Mainline Texas Industrial Park development agreement
The Union Pacific deal for a 2,040-acre rail-served industrial complex was pulled by staff at the last minute — no explanation given on the record.
Litigation settlement (Cause No. 25-CCV-076189)
The council authorized city staff to negotiate and sign a settlement and agreed judgment in a pending lawsuit, with Councilor Vargas the lone dissenter.
Koeblen Road Segment 2 construction project
The $8.4 million project completes the four-lane Koeblen Road link between SH 36 and FM 2218, with the developer/MUD already having built part of it and the rest paid by the 2020 voter-approved mobility bond.
Wastewater Treatment Plant No. 2 Aeration Basin Rehabilitation
A 60-foot clarifier that's been out of service is getting an $866,750 fix, restoring treatment capacity the plant has been lacking.
Annexation of 178 acres in nine tracts
Landowners who signed non-annexation deals in 2011-2012 are now being brought into the city as those deals expired or were triggered by development. One River Road owner worried at first but accepted it after learning his ag exemption survives.
Epicenter law enforcement equipment agreement
Instead of the city eating the cost of staffing Epicenter events, officers will be hired directly by the venue as extra jobs, and the venue pays $25 per hour per police vehicle for traffic control.
ETJ release of 318.28-acre tract
The council will consider releasing a 318-acre tract from Rosenberg's extraterritorial jurisdiction at the owner's petition.
Dry Creek Flood and Drainage Mitigation Projects
The $47.5 million flood mitigation program is nearly done — six projects including detention ponds and channel improvements that should cut flooding on Lane Drive, at the Avenue N/Graeber intersection, and along Dry Creek. About $10 million of planned work was cut for budget, and the council wants staff to apply for new grants to finish it.
False alarm fee enforcement
The city's false alarm fines are basically uncollectible because the ordinance only allows charging when an alarm was set off "intentionally or knowingly" — which almost never applies. Roughly $10,000 was written off this year. Most council members want the language removed, and the city attorney will research stronger collection tools.
Minimum lot size and ETJ growth pressure
Council debated whether to cut the 70-foot minimum lot width to 55 or 60 feet to stay competitive with developers, who are increasingly pulling land out of the ETJ (about 5,000 acres lost since 2020) and building smaller-lot subdivisions just outside city limits. The council split 4-3 to keep 70 feet, but the tension between growth, tax revenue, and quality of life isn't resolved.
Animal Control and Shelter Monthly Report
The shelter euthanized zero healthy animals in August, a milestone the mayor wants publicized. Staff are working to bring spay-and-neuter events back to the city.
Zoning Change
Conroe just put stricter limits on townhome and duplex density, and it's likely going to push similar housing rules onto our radar here in Rosenberg. This shift could quickly change what new neighborhoods look like and how much housing gets built.
Parks and Recreation Board Ordinance Amendments
City officials proposed updates to Chapter 21, Article II of the Code of Ordinances to revise the governance or duties of the Parks and Recreation Board.
Departmental Operations and Recreation Updates
Updates on local recreation programs and park projects will be reviewed by the board.
VA Clinic Rosenberg Final Plat
The commission reviewed multiple residential and commercial subdivision plats across Rosenberg and its ETJ to manage orderly growth.
Residential Lot Width and Setback Variance at 2526 Avenue G
A property owner requested permission to build on a lot narrower than standard rules allow and keep existing structures close to property lines.
Commercial Sign Height and Setback Variance at 28015 Southwest Freeway
Speedy Stop sought approval for a much taller pole sign placed closer to the street than normally permitted along the highway.
Rose Creek Subdivision Development Agreement
KB Home is proposing a 220-acre master-planned community with 670 single-family lots in the city's extraterritorial jurisdiction, requesting city utility services.
Image Committee Meeting Cancellation
The Image Committee could not hold its October meeting because too few members showed up. This means decisions on local decorating contests and meeting minutes have to wait until next time.
