4 issues in water utilities with critical priority
Lead Service Line Replacement Funding
Federal rules require replacing all lead service lines by 2037; the city aims to finish by December 2027 and is borrowing up to $3 million through a TWDB program where over half is forgiven. Debt comes from water revenues, not property taxes.
Water Treatment Plant Expansion and Grant Funding
Staff reported the $53 million Phase 2 filter building is tracking about $2 million under budget, with startup starting this fall; Phase 3's raw water pump station GMP (~$46 million, possibly $42 million) comes back next month, and the city is competing for up to $51 million in state grants.
Northeast Water Line Improvements Project
The city is replacing over 6,000 feet of aging and undersized water lines in the northeast part of town and on Old Dicey Road to prevent main breaks and improve reliability.
Front Street Drainage Improvements Project
The city is spending over $1.1 million to replace a failing metal pipe system with a large concrete box culvert to reduce flooding near downtown.
