Civic Issues
Topics getting the most attention in Van public meetings, ranked by how frequently they are discussed.
12 issues with high priority
Business grant programs (sign and facade grants)
Van Healthcare, the local care facility, asked the EDC to help pay for a new sign, presenting renderings back in August. The board tabled the request until October.
Water Well No. 3 replacement and utility capital planning
The council awarded the drilling bid to C. Miller Drilling after scrutiny of the low bid's line items; the drilling rig should be on site in about three weeks after a pre-construction meeting.
Speed limit on West Florida Street
A 29-year resident asked for a 15 mph limit on the narrow one-lane road where signs 200 yards apart say 30. The city has already deployed the radar trailer for a speed study.
FY2026 budget adoption
Van locked in its budget for the year starting October 1, funding police, streets, parks, the library, fire and water services. Where the city's money goes for the next 12 months was decided here.
FY2026 property tax rate
The tax rate stays at 0.7358 per $100 valuation — no overall increase — but 3 cents shifted from debt payments to services. The state-mandated 'tax increase' language reads scarier than the reality, and council members wanted that on the record.
EDC FY2026-2027 budget and grants
The Van EDC is spending $12,500 to help a local restaurant install code-required plumbing infrastructure. The condition keeps the equipment with the property, so future tenants benefit too.
Election cancellation
The council called its election: mayor and two council seats are on the November 3 ballot.
FY 2027 tax rate and budget
Property values are flat and sales tax is up about 7%, but the city faces roughly $13-14 million in future needs — water infrastructure, park surfaces, servers, and fire apparatus. Council will hold a budget workshop June 18 once insurance numbers arrive.
E-bike and golf cart safety regulation
Residents are upset about e-bikes speeding through parks and running stop signs, but state law sharply limits what the city can ban. The council leaned toward signs and safety education rather than new ordinances, and asked for a draft rule just for the sports complex.
Interlocal road agreement with Van Zandt County Precinct 4
The county may repave one non-curbed city road per year starting in 2027 using county labor and materials, giving city residents something back for the ten-cent road tax they pay. It still needs Commissioners Court approval.
Yearly City Manager review
Council asked to add a yearly City Manager performance review to a future executive session agenda, noting it's overdue, with members expressing support for Jeff Hudgens' work.
Police Chief Termination
Van’s city council fired the police chief, and residents are pushing back as the fight moves to upcoming council meetings. If you care about who runs local law enforcement—and how much say residents get—this is worth watching.
