9 issues in development
The Grove at Market Street subdivision
51 half-acre homes on septic systems are planned off Market Street, with the main entrance needing a traffic study and a second access via Hackberry requiring off-site paving. Parkland requirements are still being negotiated.
Phillips Storage tree survey and mitigation plan
A self-storage project at 102 St. Francis Circle will remove 24 protected trees but preserve 61% of what's on site — well above the 25% minimum. The committee wanted a 21-inch oak saved by flipping the site layout, but the applicant's engineer said the design complies and no redesign is coming.
Heritage District drive-through request
Quick Ventures LLC wants a drive-through at the Quick and Save at Market and Live Oak, but the Heritage District code bars drive-throughs on Type A streets. Council denied the request after closed-session discussion, telling the owner he may reapply after working with staff.
Historic district building addition at 404 S. Austin Street
Old Rockport's irregular lots make the 10-foot accessory-structure separation rule hard to meet. At 905 Patton, the variance preserved historic live oaks and an 1890 cistern, and the city may revise the rule itself soon.
Boards and commissions appointments
Terms expire in June 2026. The council agreed on a hybrid process: council members recruit from their wards, liaisons interview, and the full council approves — aiming to keep all four wards represented.
Pearl Street Real Property
The council went behind closed doors to discuss purchase, exchange, lease, condemnation or value of property near Pearl Street.
Minor Final Replat at 1427 Sixteenth Street
Property owner James Lee wants to replat a 2.5-acre parcel at 1427 Sixteenth Street. The plat decision shapes what can be built and how the land is divided, which neighbors in the Swickheimer addition may care about.
1601 Mathis Street — Lovely Villas LLC structures
This one address carries six separate buildings slated for possible demolition. The same property drew testimony at the Commission's August 2025 meeting, when the builder, a realtor, and a neighbor argued against demolition.
Final plat for Mayo Acres, Lot 1 at 2220 Hwy 35 N
A final plat was scheduled for public hearing covering a 0.386-acre lot along Highway 35 North. Plat approval is the step that formally establishes the lot for development.
