9 issues with medium priority
CDC August financials and debt outlook
The CDC's year-to-date revenues are running behind budget while spending is ahead, and the board was set to hear about current and future debt. How the CDC manages debt affects what it can fund for parks, grants, and downtown projects.
SPAN Senior Transportation and Meal Services
The city's $26,000 SPAN agreement now puts $9,654 into meal deliveries for 7-10 residents a month and $16,348 into rides, with medical trips unlimited but non-medical trips capped at two round trips a week. Council members want proactive outreach so residents understand the change and the true cost per trip (~$23.95 one-way).
Grant Opportunity for Road and Drainage Projects
Council agreed to roughly double stormwater drainage spending to $730,000 to engineer projects to 30% design, a requirement to qualify for state and regional grants. Flooding problems around King's Manor, Prince and Lake View were discussed.
Disc golf course at Thousand Oaks Park
A proposed disc golf course moved another step forward, with grant research and a course map circulating. Board members want to check with neighbors before building, and there's no money set aside in this year's budget.
Willow Grove Park closure and improvements
Part of Willow Grove Park will close to RV camping from November 29 to March 1 during road construction on West Hunling, though trails, day use and tent camping stay open. A resident email requesting improvements is also under review, and Willow Grove will appear on the trunk-or-treat survey.
Open Meetings Act and walking quorum compliance
New commissioners were warned that three or more members discussing agenda items together — even inadvertently through chained conversations or reply-all emails — can create an illegal walking quorum.
Comprehensive plan update timing
The 2018 comprehensive plan (looking toward 2030) is outdated — its emphasis on a DCTA train stop has shifted toward walkability and parks. Council will likely be asked to start a review in the next couple of years.
Code of Ethics review
A resident publicly asked the council to censure or accept the resignation of Councilmember Lewelling, citing rude social media posts and business sponsorships tied to his council position.
Councilmember Place 5 vacancy
Randy Evans resigned, leaving the seat empty through May. The council will take applications through early November and appoint someone at the November 17 meeting rather than call a special election.
