451 Betcham Drive zoning question

A prospective buyer told the council he wants to purchase the roughly 3,000-square-foot building on 1.5 acres at 451 Betcham Drive, but its C-2 zoning with downtown overlay doesn't fit contractor-type uses — and the outdated certificate of occupancy has already blocked one buyer.
