Willow Grove Park closure and improvements
Part of Willow Grove Park will close to RV camping from November 29 to March 1 during road construction on West Hunling, though trails, day use and tent camping stay open. A resident email requesting improvements is also under review, and Willow Grove will appear on the trunk-or-treat survey.
Disc golf course at Thousand Oaks Park
A proposed disc golf course moved another step forward, with grant research and a course map circulating. Board members want to check with neighbors before building, and there's no money set aside in this year's budget.

The library reported a blockbuster summer — 2,083 items circulated, 169 programs, 3,789 participants — and council budgeted a part-time position to full time. Expanded hours await another year of staffing stability.
Park and Recreation Board appointments
Five seats were up for grabs this month. The board recommended three members and two alternates to the City Council, which makes the final call Thursday.
Texas Arbor Day 2026 participation
The board will host a Trunk or Treat booth ahead of Texas Arbor Day on October 29, with a Lorax-themed trunk. Saplings fell through, so native seeds or other giveaways are on the table.

Council Member Wohr asked for a discussion on making the parks and rec board more effective, including a council liaison and whether it can run events like Garza Days and Fourth of July. The board also has grant work underway, including a disc golf course near Thousand Oaks.

Hotel occupancy tax buildup strategy
Council debated whether to keep spending HOT funds on modest tourism promotion or bank them for a bigger heads-and-beds project like an amphitheater or Willow Grove beach. They settled on budgeting $60,000 and rolling $90,000 into reserves.
Garza Days planning
The festival has no confirmed date and its committee hasn't been meeting. Council scheduled a July 23 workshop to reboot planning and asked for a new staff liaison.
Renaming the July 4th Event
Since the city's Independence Day celebration is held in late June to save money and avoid competing with other towns' shows, council wants a name that fits — "Small Town U.S.A." looks like the pick for next year.
Soccer lease at City Park with Roots Soccer / Fever United
The CDC-funded soccer goal installation at City Park is mostly complete — one goal is up, but two parts are missing and staff is awaiting replacements from the manufacturer.
